Customs Clearance Vietnam: Project Cargo and Machinery Guide

A machine sitting on a flat rack at Cat Lai costs you storage every day it waits for a customs release. Customs clearance Vietnam for machinery is electronic and fast when the papers agree. It slows down when the HS code, the description or the used-machinery file is weak.

Short answer: to import machinery or project cargo into Vietnam, the importer of record (or its customs agent) files an electronic declaration in VNACCS, gets a green, yellow or red channel, pays import duty and VAT, and collects the cargo. For used machines and oversized units, extra papers and an inspection plan decide how many days it takes.

This customs clearance Vietnam guide is for freight agents, EPC contractors and factory owners shipping equipment into Vietnam. It follows the order our customs desk works a file. Below are the documents customs reads first, what each channel costs in time, and the five mistakes that keep machines at the port longest.

Who handles customs clearance in Vietnam?

The declaration is filed in the name of the Vietnamese importer of record, usually the factory, the EPC contractor’s local entity or the project owner. A foreign company without a Vietnamese entity cannot be the importer. The file is signed with a digital signature, either the importer’s or the customs agent’s.

  • Importer of record: owns the declaration, pays duty and VAT and keeps the records for post-clearance audits.
  • Customs agent: classifies the goods, drafts and files the declaration, and attends document checks and inspections. Our desk has been recognized by Vietnam Customs since February 2025 (Decision 247/QĐ-TCHQ).
  • Freight agent overseas: controls the B/L, the shipper’s documents and the delivery order. Most delays start here, before the vessel even arrives.
Rule change in 2026: Circular 83/2026/TT-BTC, effective 1 July 2026, made customs brokerage a standards-based activity instead of a licensed business line. Agents now notify customs and are checked afterward. Individual declarants still need a customs declaration certificate, so ask your agent who actually signs your file.

Customs clearance Vietnam document checklist for machinery

Customs will not release a machine until these papers agree with each other. Weight on the B/L must match the packing list, and the description must match the catalogue.

DocumentNeeded forWhat we check before filing
Commercial invoiceAll importsModel, quantity, unit price, Incoterm, currency
Packing listAll importsPer-piece L×W×H and weight, gross and net weight, number of packages
Bill of ladingAll importsConsignee name exactly as the importer, weight and package count

Send us drafts before loading, not originals after arrival. A wrong weight on the B/L is a 10-minute fix at origin and a correction request with fees in Vietnam.

7 steps to clear machinery through customs in Vietnam

This is the customs clearance Vietnam sequence our desk follows on every import file. Steps 1 to 3 happen before the vessel berths.

1. Pre-check the documentsInvoice, packing list, B/L draft and C/O are compared line by line.
2. Classify the HS codeBased on function, catalogue and earlier declarations for the same importer.
3. Register inspectionsSpecialized inspection or used-machinery checks are filed before arrival.
4. Draft and approveWe prepare the declaration in ECUS and the importer approves it in writing.
5. File and get the channelThe system returns green, yellow or red within minutes.
6. Pay duty and VATImport duty and import VAT are paid, or covered by a bank guarantee.
7. Release and truckThe cleared container or unit leaves the terminal on the booked truck.

Step 7 is where customs and trucking meet. If the release comes at 4 p.m. and no lowbed is booked, the cargo waits another day. That is why most of our customers buy clearance and OOG trucking as one job.

Green, yellow and red channels: what each means for OOG cargo

VNACCS assigns every declaration a channel based on risk: HS code, value, origin and the importer’s record. After a reduced-inspection program, about 70% of declarations nationwide went green, according to VnEconomy (January 2026).

ChannelWhat customs checksWhat changes for machinery and OOG
GreenNothing before releaseRelease once duty is paid. Customs may still ask for documents after clearance.
YellowDocuments onlyCatalogue and contract are reviewed. A clear description saves a second round of questions.
RedDocuments and the cargoAn officer examines the unit at the terminal. Crates may need opening and heavy pieces may need a crane or forklift.

For a flat rack or open top, a red channel in customs clearance Vietnam means more than paperwork. The seal is cut, covers come off and the nameplate must be readable. We book the inspection slot and the lifting gear, then photograph the unit for the importer.

At Cat Lai, every flat rack and open top we clear also needs customs supervision at the terminal, both in-gauge and out-of-gauge units. We quote it as a separate line so it never appears as a surprise. Terminal details are in our Cat Lai port guide.

For oversized units, add L×W×H and weight per piece and the delivery site.

Importing used machinery into Vietnam

Second-hand machines are where customs clearance Vietnam files fail most often. The rules cover used machinery, equipment and production lines under HS chapters 84 and 85, and they were amended again in 2026. We check the current text for every shipment rather than relying on last year’s file.

  • Production use only: used machines may be imported to serve the importer’s own production in Vietnam, not for trading.
  • Age limit: most used machines must be no older than 10 years, counted from the year of manufacture, with listed exceptions for some sectors.
  • Technical standards: the unit must meet Vietnamese safety, energy and environmental standards, or an accepted foreign standard where no Vietnamese one exists.
  • Proof: usually an inspection certificate from an accredited inspection body, or the manufacturer’s certificate of year and condition.

Our advice: get the year of manufacture from the nameplate photo before the machine is crated. If the plate is missing or the age is close to the limit, decide at origin. Shipping first and arguing later is the expensive option.

Not sure your machine qualifies? Send a nameplate photo and the year of manufacture. We tell you which papers customs will ask for before you book the vessel.

Project duty exemption and temporary import

Two procedures matter most for project cargo. Both have to be set up before the first shipment arrives.

ProcedureTypical useWhat to prepare
Duty exemption for fixed assetsMachinery and equipment for an investment project that qualifies for incentivesExemption list registered with customs before the first import; each declaration deducts from it
Temporary import, re-exportCranes, piling rigs and tools used on a project for a fixed period (VNACCS type code G12)Contract, re-export plan and deadline; the same unit must leave again

Exemption covers import duty. Import VAT is a separate question, so confirm it on the investment certificate before you budget. Shipments split over many vessels need one person tracking the quantities left on the list, or the last lots arrive with nothing left to deduct.

Customs clearance Vietnam timeline: how long does it take?

When documents are complete and duty money is ready, the declaration itself is fast. Most of the time goes into what happens before filing and after the channel result.

SituationPlan for
Green channel, duty paidRelease the same working day
Yellow channel, file completeSame or next working day
Red channel, standard crateOne extra working day for the inspection
Red channel, OOG unit needing a craneOne to two extra working days, depending on lifting gear and terminal slots
Specialized inspection not registered before arrivalSeveral days, with storage running

In the north, Hai Phong area declarations have been processed under a centralized clearance model since 1 June 2026, as KPMG summarizes. Physical inspections still take place at the port.

Customs clearance Vietnam costs: what you pay and what is extra

Our customs service fee starts at VND 1,200,000 per container for green and yellow channel declarations. These lines are quoted separately, so you can see the real total:

  • Red channel inspection: an extra charge per container, plus any lifting or unstuffing the officer requires.
  • Cat Lai flat rack and open top supervision: VND 3,000,000 per container, in-gauge or out-of-gauge.
  • Not included: import duty, import VAT, the line’s D/O fee, terminal lifting invoices and other third-party costs.
  • Service VAT: 10% on our fee.

Line local charges such as D/O, THC and CIC differ by carrier. Our Vietnam local charges table lists them by shipping line, so your landed-cost estimate starts from real numbers.

5 customs clearance Vietnam mistakes that keep machinery at the port

  1. A vague description. “Machine parts” invites a red channel. Write the function, model, capacity and manufacturer, as on the nameplate.
  2. One production line split into many HS codes. Agree the classification approach with the importer before the first lot ships.
  3. Weights that do not match. B/L, packing list and invoice must show the same gross weight and package count.
  4. Wrong origin marking or a late C/O. An abbreviated origin mark or a C/O with the wrong B/L date can cost the preferential duty rate.
  5. No truck booked for release day. The file clears, then the flat rack sits in the yard because the lowbed was never ordered.
“Customs rarely holds a machine because of the machine. It holds it because two papers say different things.” Tony Tuan, CEO, Project Shipping

Why clear customs and truck with the same team?

In a review of 160 recent shipments where we handled customs, 153 also moved on our trucks and 151 were flat rack, open top or other OOG cargo. Customs clearance Vietnam and heavy haulage are one job for us, planned together.

  • Own lowbed fleet: two 4-axle lowbeds and one 6-axle lowbed rated 62 t, with a standing oversize permit for flat racks about 3.3 m wide. Details on our heavy haulage page.
  • Photos at each step: inspection, loading, lashing and delivery, sent to you the same day.
  • We never contact your customer. For freight agents, your shipment stays your client. See our agent terms.

Customs clearance Vietnam FAQ

Can a foreign company clear customs in Vietnam without a local entity?
No. The importer of record must be a Vietnamese entity, such as the factory, the project owner or the EPC contractor’s local company. A customs agent can file and sign on its behalf.
How long does customs clearance take for machinery in Vietnam?
A green channel file can be released the same working day once duty is paid. Plan one extra working day for a red channel inspection, and one to two days if an oversized unit needs a crane for the inspection.
Can I import used machinery into Vietnam?
Yes, for your own production use. Most used machines must be no older than 10 years and meet Vietnamese technical standards, usually proven with an inspection certificate. Check the current rules for each shipment because they were amended in 2026.
Is project machinery exempt from import duty in Vietnam?
Machinery creating fixed assets for an investment project that qualifies for incentives can be duty-exempt. The exemption list must be registered with customs before the first import. Import VAT is assessed separately.
What happens in a red channel for a flat rack?
A customs officer examines the cargo at the terminal. The seal is cut, covers come off and heavy pieces may need a crane or forklift. We book the inspection and lifting and send photos to the importer.
How much does customs clearance cost at Cat Lai?
Our service fee starts at VND 1,200,000 per container for green and yellow channels. Every flat rack and open top at Cat Lai adds VND 3,000,000 per container for customs supervision. Duty, VAT, D/O and terminal charges are billed at cost.
Do you also handle trucking after clearance?
Yes. We run our own lowbeds and hold a standing permit for flat racks about 3.3 m wide, so the cargo can leave the terminal on release day.
