Power Transformer Transport Vietnam: Port-to-Substation Guide

Transformer transport in Vietnam is usually bought inside the equipment contract. EVN and its grid company tender “supply and transport” packages, the manufacturer wins, and the move from factory or port to the foundation is subcontracted. This guide covers the 2026 tenders, the route, permits and the transport budget.

Transformer transport Vietnam: who pays for the move?

In most Vietnamese grid projects the transformer and its transport are one package. The National Power Transmission Corporation (EVNNPT) and the regional power corporations publish packages named “supply and transport of transformer”. Smaller 110 kV packages add installation.

The winning bidder is almost always the transformer maker or a consortium led by one. The maker then needs a heavy-haul partner for the part it does not do itself: sea or river leg, port handling, road permit, escort and placing the unit on the foundation.

What this means for you: if you are the manufacturer, the transport line in your bid is a fixed price you carry. If the route, crane or permit is wrong, the overrun is yours, not EVN’s.

Which transformer transport Vietnam tenders are open now?

Three “supply and transport” packages were still open for bids when we checked the portal on 15 October 2026. Each one has a different logistics problem.

Transformer transport Vietnam route: five legs from port to substation

A power transformer leaves the factory without radiators, bushings and the conservator. The body is often shipped with part of the oil removed and filled with dry gas. What travels is a short, very heavy block with a high centre of gravity.

1. Factory or port of loadingDomestic units start at the factory gate. Imported units sail breakbulk, or Ro-Ro on a Mafi roll trailer when there is no heavy crane at the berth.
2. Discharge in VietnamShip’s gear, shore crane or floating crane, then hook-to-truck or onto a barge. Port and crane capacity decide where the unit can land.
3. Barge legIn the Mekong Delta and along rivers, a barge to a landing close to the site avoids weak bridges. The landing needs ground bearing checks and a ramp or crane.
4. Road legLowbed, extendable trailer or hydraulic modular trailer, with an oversize permit, route survey and escort. Most moves run at night.
5. Into the substationJacking down from the trailer, skidding on rails and positioning on the foundation. Large cranes often cannot stand inside a live substation.

Why the last 500 metres decide the plan

National roads are rarely the problem. The risk sits on the district road to the substation: a small bridge, a culvert, a tight gate, overhead lines below 4.5 m.

We survey that part on foot before we choose the trailer. On the Dau Tieng job the final stretch was a dirt road and no large crane could enter the yard, so the plan was built around jacking and skidding from day one.

The detailed method for the road part, including how we check bridges and turning radii, is on our heavy haulage in Vietnam page.

What equipment fits your transformer?

The transport weight on the manufacturer’s shipping drawing decides the equipment, not the MVA rating. Published transformer transport Vietnam projects give a sense of the range.

Our own equipment covers distribution and 110 kV class units. Above that, we plan and run the move with partner modular trailers and cranes, exactly as written in our company profile:

  • Own 6-axle lowbed: deck 14.5 m, width 3.2 m, rated up to 62 t.
  • Own 4-axle lowbeds × 2: up to 44 t each.
  • From partners: hydraulic modular trailers and SPMT, mobile cranes 25–500 t, domestic vessels and barges of 2,000–5,000 t.
  • Our crew: hydraulic jacks, skid rails and timber cribbing for placing units on foundations.

Permits for transformer transport Vietnam: road, police and customs

Almost every power transformer move needs an oversize and overweight road permit. Loads over 2.5 m wide or 4.2 m high, or over the axle and gross limits of the road, need one. The rules sit in Circular 12/2025/TT-BXD of the Ministry of Construction, in force since 1 July 2025 and amended by Circular 19/2026/TT-BXD.

The permit names the vehicle plates, the cargo, the route and the validity dates. If the weighbridge or the route differs from the permit, the convoy stops.

SituationTypical lead time
Known route, complete file3–5 working days
New route needing a field survey5–10 working days
Super-heavy unit with bridge checks10–20 working days
Several provinces, police escort or bridge reinforcement15–30 working days

Police escort: the permit decides. Many moves need only a pilot vehicle. Traffic police support is requested for wrong-way sections, weak bridges, toll plazas and night runs across provinces.

Customs for imported units: our own customs desk is recognized by the General Department of Vietnam Customs (Decision 247/QĐ-TCHQ, 26 February 2025), so the import file and the permit file move together. More on port choice in our Vietnam ports guide.

What we learned from these moves

Shipping drawing first. Weight, centre of gravity, lifting, jacking and lashing points come from it. Without it, choosing a trailer or crane is a guess.

Accessories on a separate truck. Radiators dent and bushings crack. They travel ahead, so the site is ready when the body arrives.

Re-check lashing after the first 50 km and at every stop.

What should a transformer transport Vietnam budget include?

Most overruns we see come from lines that were never in the bid. Use this list when you price the transport part of a “supply and transport” package.

  • Route survey report with bridge and culvert data for the last section.
  • Port charges for heavy lift discharge, crane or floating crane, and storage if the site is not ready.
  • Barge and landing works: ramp, ground preparation, crane at the landing.
  • Road permit and escort for every province crossed, plus police support where the permit requires it.
  • Temporary works: culvert or bridge reinforcement, lifting overhead cables, removing gates.
  • Jacking and skidding into the substation, including moving existing units if the package asks for it.
  • Impact recorder on the body, and cargo insurance for the transport leg.
  • Standby days for weather, permit windows and site readiness.

On transformer transport Vietnam tenders we work as your transport subcontractor. We do not bid against transformer makers, and we do not contact the project owner unless you ask us to.

FAQ: transformer transport Vietnam

Who arranges transformer transport for EVN substation projects?
Usually the transformer supplier. EVN and its grid company tender “supply and transport” packages, so the winning manufacturer is responsible for delivery to the foundation and subcontracts the heavy-haul part.
How long does an oversize permit take for a transformer in Vietnam?
Plan 3–5 working days on a known route, 5–10 when a field survey is needed, 10–20 for super-heavy units with bridge checks, and 15–30 when several provinces, police or bridge reinforcement are involved.
Can a transformer go by barge in Vietnam?
Yes. In the Mekong Delta and along major rivers a barge to a landing near the site often replaces a long road leg over weak bridges. The landing needs ground checks and a ramp or crane.
What is the heaviest transformer your own trailers can carry?
Our own 6-axle lowbed is rated up to 62 t and our two 4-axle lowbeds up to 44 t each. Heavier units go on hydraulic modular trailers or SPMT from long-term partners, planned and supervised by our team.
Can you place the transformer on its foundation if no crane can enter the substation?
Yes. We jack the unit down from the trailer and skid it on rails to the foundation, as we did at Dau Tieng in 2023 and Binh Tan, Vinh Long in 2024.
What do you need to prepare a transport budget for a tender?
The tender notice number, the shipping drawing with transport weight and dimensions, origin factory or port, and the substation location. We return a route plan and transport budget within 48 hours.
