OOCL local charges in Vietnam are the fees OOCL collects at the Vietnamese port on top of ocean freight: terminal handling (THC), the B/L or delivery order fee, seal, telex release, manifest filing and, on some trades, a container imbalance charge (CIC).

OOCL (Orient Overseas Container Line) is a Hong Kong-based container line, part of the COSCO Shipping group. OOCL Local Charges: what stands out

• Export THC 40′ dry: 5,070,000 VND (incl. VAT) is 115,000 VND below the median of 5,185,000 VND across the 16 lines we track that bill THC in VND, ranked 5 of 16 from the lowest. VAT treatment differs between carriers, so compare like with like.
• Import THC 40′ dry: 5,070,000 VND (incl. VAT) is 130,000 VND below the median of 5,200,000 VND across the 17 lines we track that bill THC in VND, ranked 5 of 17 from the lowest. VAT treatment differs between carriers, so compare like with like.
• Import CIC applies: EIS – equipment imbalance (from Pakistan / Bangladesh), 1,300,000 VND (incl. VAT) per 20′ and 2,600,000 VND (incl. VAT) per 40′. Not every line charges it, so budget it on the consignee side.
• Special equipment: 2 lines of the tariff apply only to reefer, open top, flat rack or out-of-gauge cargo (table below).
• Port-specific items for Cai Mep, Hai Phong, Ho Chi Minh City: the same container can cost differently depending on where it is discharged.
• Import free time: 7 calendar days before DEM/DET starts; export free time 7 calendar days.

OOCL export local charges in Vietnam

Export OOCL local charges are paid by the shipper in Vietnam before the B/L is released. Amounts as published by OOCL; “n/a” means the item is billed per B/L or not published for that size.

OOCL import local charges in Vietnam

Import OOCL local charges are paid by the consignee when collecting the delivery order. Cleaning and maintenance items depend on the cargo type, so check which row applies to your goods.

OOCL charges for reefer, open top and flat rack

OOCL DEM/DET and free time in Vietnam

DEM/DET sits outside the OOCL local charges themselves but often costs more. Demurrage (DEM) runs while the full container stays in the port after free time; detention (DET) runs while the box is outside the port. Some OOCL tariffs combine both into one count. Rates are per container per day.

Before you book OOCL from or to Vietnam: checklist

Most surprises on OOCL local charges come from five points. Check them on the booking, not after the vessel sails.

• Confirm the port. Port-specific rows exist for Cai Mep, Hai Phong, Ho Chi Minh City, so the discharge terminal changes the bill.
• Check the currency on each line. OOCL bills USD and VND on this tariff; USD items are converted at the carrier’s exchange rate on the invoice date.
• Ask who pays CIC and cleaning. CIC is on this tariff, so agree with the consignee who carries it.
• Declare special equipment early. 2 rows apply only to reefer, open top, flat rack or out-of-gauge boxes.
• Count the free days. Import free time is 7 calendar days; plan delivery and empty return inside it.
